Opti-Med Controlled Release Labs was formed as a corporation in April 1996 in Seymour, IN, by Melvin Chastain and Jerome Mincy. In September 1998, Opti-Med purchased a larger facility in downtown Seymour to allow for their expanding capabilities and larger customer base. In the spring of 2005 Opti-Med moved into the present 34,000 square foot facility and the name was changed to JLM Pharmatech. Quality by Design Packaging was born when the packaging division of JLM Pharmatech was purchased in January 2009. Both companies will continue to operate in the same, but segregated, facility. The success of each of the two companies is vital and we will continue to work closely together to provide quality services and a seamless transfer to our mutual customers.
At Quality by Design Packaging, our blister packages are produced on two efficient, high speed Blipak 204 thermoformers. We are capable of processing 450,000 to 540,000 capsules or tablets, during a shift, into either glue end or tuck cartons. A custom built vision system insures the highest quality for your product, while automated packing solutions maintain the speed and efficiency needed for quick product turnaround. We have also added automated heat-sealing capabilities to compliment our blister packaging. At speeds of 40 to 120 “sample” cards per minute, we can easily, and consistently meet customer due dates. These capabilities, coupled with our low overhead and facility costs, give us complete turn-key operations at a competitive cost.

Even though we are acquiring an immediate customer base, we will continue to market our services through all the normal channels available, these customers will be made aware of our expanded capabilities and evolve their products to fit our automated technology. We will continue to attend trade shows, partner ourselves with reliable vendors who already serve those markets we wish to expand into, and take full advantage of the number of current clients, so satisfied with our services, that are telling other potential customers to contact us for quotations.

We occupy approximately 12,500 sq. ft. of climate controlled space. This consists of 4 individual temperature and humidity controlled production suites, 2 secondary packaging rooms and approximately 6000 sq. ft. of warehouse space. The entire facility is equipped with a video monitoring system, as well as a card access system to limit accessibility to production and controlled inventory areas.
Baron Bullard, President - Responsible for overseeing all managment functions, business relations, and new business development.
Baron was hired by Opti-Med CR Labs (now JLM Pharmatech) in December of 2001. He was given the opportunity to learn all aspects of the industry from day one. He started in Quality Control, where he learned the role of the FDA, SOP's and cGMP's. After that, he spent time with the Packaging Department. There he learned the function, operation, maintenance, and cleaning of the equipment. He then moved to the Manufacturing Department where he learned all aspects of pharmaceutical manufacturing. He was then promoted to Manufacturing Manager. In 2005, he assisted in the layout of JLM's new facility when it was purchased. After the move, he was promoted to Production Manager. Upon the retirement of their salesman in 2007, he assumed the responsibility of Business Development. There he learned all the aspects of cost estimating, quoting, procurement, and how each of these effect the scheduling of the production staff. In January 2009, Baron purchased the packaging business from JLM Pharmatech and Quality by Design Packaging was born.

Carl Clark, Plant Manager - Responsible for all production matters. This includes hiring, training, scheduling, inventory control, and maintenance.
Carl has over thirty two years of experience in the pharmaceutical industry. He has received several certifications and has a vast knowledge of the equipment, set-up, repair, predictive and preventative maintenance, and troubleshooting.

Tony Stuckwisch, Consultant Quality Director - Owner of TS Consulting Services and responsible for overall Quality Assurance/Control processes, related interaction with the State Board of Health and Federal Food and Drug Administration regulators and auditors.
Tony has twenty-four years in Quality Control and pharmaceuticals.
